HDR is looking for a Utility Management Services Project Manager to join our Water Business Group team in Vienna, VA or Fulton, MD. The ideal candidate will have a background leading teams in the delivery of utility management services associated with water supply, distribution, conveyance, treatment and/or water reuse systems. Duties will include:

  • Implement a range of best management practices with water, wastewater, and/or stormwater utilities including asset management and maintenance management best practices.
  • Perform analysis of large utility maintenance management systems, and/or condition assessment databases to support inspection, condition assessment, and planning programs.
  • Lead preparation of infrastructure renewal and rehabilitation studies, alternative analyses, cost analyses, capital project development, and preliminary designs.
  • Support marketing efforts including leading and participating in proposal development, participating as an active leader in our client management approach for key clients, and be an integral component in the planning and expansion of our Utility Management Services portfolio in the Mid-Atlantic.

Primary Responsibilities

  • Serve as the project manager for utility planning, regulatory compliance, condition assessment, and asset management projects.
  • Provide effective leadership of the project team. Supervise project engineers/scientists and subcontractors in the successful delivery of technical projects.
  • Work closely with client development leads, other project managers, other internal staff and client staff to define scopes of work, resources requirements, budgets, schedules and deliverables.
  • Lead the preparation of client deliverables, including written reports, meetings, and presentations.
  • Budgetary and schedule controls, invoicing, project coordination, quality management, and being the trusted point of contact with our clients.
  • Prepare and periodically review/update project execution plans. Communicate progress effectively with team members and senior management.
  • Identify, develop, and lead pursuit of new project opportunities in utility management services.
  • Establish strong, productive, collaborative relationships.
  • Communicate efforts with client counterparts and ensure an ongoing positive relationship.
  • Represent HDR in project meetings. Participate in or lead proposal preparation, presentations, contract negotiations, amendments, change notices, and contract claims. Understand and possess ability to communicate technical concepts to other staff and the client.
  • Participate in regional and national conferences to promote HDR clients and projects
  • Demonstrate strong written and verbal communication and negotiating skills.
  • Consistently adhere to and enforce internal HDR processes and policies such as business and contracting rules.
  • Work in a manner to ensure personal safety and that of fellow employees by following HDR and client health and safety guidelines and policies.
  • Perform additional assignments as requested by senior management.

Required Qualifications:

  • Bachelor's degree in Engineering
  • 7 years related experience
  • A minimum 2 years project management experience
  • Professional Engineer (PE) license
  • MS Office and MS Project experience is required (Access experience would be plus)
  • Demonstrated leadership skills

Preferred Qualifications

  • 10 years of progressive experience in water and wastewater utility engineering
  • Experience with planning and implementation of infrastructure inspection and condition assessment programs; business process assessments, operations optimization, regulatory support, system conveyance, master planning, technology selection/on-boarding, data management/ visualization, or financial planning and utility rates.
  • 5 or more years of demonstrated leadership experience a plus
  • MS in Civil or Environmental Engineering or related field a plus
  • Working knowledge of Microsoft Outlook, Word, Excel, and PowerPoint as well as project management system, project scheduling, scoping, budgeting, cost analysis, resource analysis, and reporting.
  • Working knowledge of ArcGIS, maintenance management systems (CMMS) and hydraulic modeling for planning and design highly desired.
  • Infrastructure design experience.
  • Experience working for a public, municipal, or investor-owned water and/or wastewater utility, public works department, or engineering consulting firm is beneficial.
